Process to be followed in the A-CUPCB-SPAV

The ‘AMRUT Funded Centre of Urban Planning for Capacity Building” at SPA Vijayawada (A-CUPCB-SPAV)’, strives to become a hub of cutting-edge research, solution-oriented and evidence-based projects and trainings in the domain of climate sensitive urban planning. In this regard, it encourages its core faculty and researchers at SPAV to put forth innovative ideas of urban planning projects and training that are grounded in the local context. Each project and training undertaken at the A-CUPCB-SPAV shall be tailor made and context driven to the local self government and will be aiming to solve pertinent problems or leverage latent potentials in the cities.

A faculty may follow the following steps to initiate the projects/trainings:

  1. -> Faculty (Principal Investigator PI or Principal Trainer PT) needs to submit a proposal in response to Call for Proposals announced from time to time. This proposal should have an operational plan (week-wise for research projects and day-wise for training) with exact deliverables and other details as per prescribed format. The principal investigator needs to define a team, if required. One investigator and one co-investigator per research project may be permitted and one lead trainer per training program may be permitted.

  3. -> The operational plan needs to adhere to the overall cap of budget for each training type and project type as mentioned in Action Plan submitted to MoHUA GoI in July 2024.

  5. -> The proposal needs to be evaluated and recommended by “Technical Coordination and Screening Committee (TCSC)” in a given format and then further recommended by “Overall Coordination Committee (OCC)”.

  7. -> Upon OCC’s recommendation, the proposal shall be placed for approval of the Competent Authority (CA).

  9. -> Upon approval of CA, the Principal Investigator or the Principal Trainer shall sign an ‘understanding’ with the ‘Centre’ to initiate the activity as per approved operational plan, and within the approved budget and complete the same within the timeline. The project is deemed to be initiated upon the signing of the ‘understanding’.

  11. -> Principal Investigator or the Principal Trainer is required to initiate all necessary action for the project/training at the earliest, in order to navigate towards successful completion of the same, with strict adherence to the timelines, reviews, deliverables and publications

  13. -> The works of ‘projects’ shall be reviewed by “Progress Review & Completion Committee (PRCC)”, periodically, preferably every 2 or 3 months. The works of the ‘training’ shall be reviewed only twice, once before the training and once after its completion. Review shall be as per prescribed format. The PRCC shall give its recommendation to the OCC.

  15. -> For the project to be considered closed, the project team has to submit detailed reports and sheets of the findings of the project, with fund utilization statement with bills. Projects need to supported with aligned ‘publications’. The project closure needs to be cleared and recommended by PRCC and “Financial Monitoring Committee (FMC)”.

  17. -> Thereafter, the OCC shall finally review and recommend for closure to the Director, who shall approve to close the project.

  19. -> Principal Investigator or the Principal Trainer is required to strictly abide by the rules of the Institute and the Centre/MoHUA from time to time.
